NWCHA BYLAWS

The Northwest Cutting Horse Association ( NWCHA ) is an organization formed for the express purpose of promoting the cutting horse and sport of cutting for the enjoyment of its members.  It is a corporation chartered under the laws of the state of Washington and Oregon with the following statement as its By-laws.

ARTICLE I. MEMBERSHIP, MEMBERS, AND DUES

Section 1: QUALIFICATIONS FOR MEMBERSHIP

  1. Any individual of good character and reputation, or
  2. Any partnership, association, or corporation of good reputation, interested in cutting horses may become a member of this Association.

Section 2: DUES

Dues are payable to the Secretary-Treasurer of the Association when membership application is accepted. Thereafter, each member shall pay an   annual membership fee (dues) no later than February 10th of each calendar year.

  1. Membership is not transferable.
  2. Honorary membership without charge may be granted at the discretion of the Board of Directors.
  3. A single adult member shall pay a fee (dues) of $40.00 and shall be entitled to one (1) vote.
  4. A family membership shall pay a fee (dues) of $50.00 and shall be entitled to two (2) votes.
  5. A junior member, not associated with a family membership shall pay a fee (dues) of $5.00, and shall have no vote. (A junior member is anyone under age 18 at the beginning of the point year.)

Section 3: MEMBERSHIP MEETINGS

  1. The date of the Annual Meeting shall be the beginning of the corporate year.
  2. The Annual Meeting of the membership of the association shall be held at a time and place designated by the Executive Committee after 30 days written notice to all members.
  3. Special Meetings of the membership may be called by the President at a time and place designated by the President after 30 days written notice to all members.
  4. Special Meetings of the membership may be called by not less than twelve (12) members, at a time and place designated by them after 30 days written notice to all members.
  5. Any member who has paid his/her dues shall be considered a member in good standing and entitled to one (1) vote at any meeting of the members.
  6. A Quorum at any legally called meeting of the members shall be twelve (12).  A majority of such quorum shall decide any question which may arise at such meeting (within limits allowed by statute).
  7. Voting by Proxy shall not be permitted.
  8. All membership meetings may be adjourned from day to day and time to time until a quorum is present.

Section 4: CONDUCT OF MEMBERSHIP MEETINGS

  1. In all meetings of the association Robert’s Rules of Parliamentary Procedure Revised, shall be used to conduct the meetings unless otherwise provided in these By-Laws.
  2. The order of business at any meeting of the members shall be as follows:           
1. Roll call 5. Elections
2. Proof of Due Notice 6. Unfinished Business
3. Reading of Minutes 7. New Business
4. Report of Officers 8. Adjournment

Section 5: BY-LAWS CHANGES AND AMENDMENTS

  1. These By-Laws may be amended by a majority vote of members of the association at the annual meeting.
  2. An amendment to these By-Laws may be made only with thirty (30) days notice to the general membership of the annual meeting.

Section 6: DELINQUENT DUES

  1. Members delinquent in their dues shall forfeit all rights and privileges to participate in any activities of this association, and shall not be listed as members until such time as any delinquent dues are paid in full.
  2. Points earned by a member while delinquent in dues shall not count toward points earned and any points earned by a member prior to being delinquent in dues shall be forfeited upon delinquency.

Section 7: REQUIRED MEMBERSHIP

  1. Both the owner of a horse and the rider must be members of the association for the horse to qualify for year-end awards.

Section 8: BAD CONDUCT DISCHARGE

  1. Any member who shall make himself or herself a nuisance by constant complaint or fault finding or by harassing the President, or Secretary, because of real or fancied grievances as to which a determination of the Board of Directors shall be final and binding upon the member may, at the Board of Directors’ direction, be dismissed as a member of the association and all privileges of the association shall thereafter be denied such member. Membership may be reinstated by action of the Board of Directors.

ARTICLE II:  BOARD OF DIRECTORS

The business and affairs of the Corporation shall be managed by the Board of Directors.

Section 1: COMPOSITION AND RESPONSIBILITIES OF THE BOARD

  1. The Board of Directors shall consist of twelve (12) elected Directors, the President, President Elect, and the Vice President. These officers shall be members of the Board by virtue of their offices.
  2. The Board members who are not officers of the Corporation shall be elected by the members of the association as herein provided at the Annual meeting of the association.
  3. The immediate past president of the Northwest Cutting Horse Association shall be a director with full powers for the one year term.

Section 2: TERM OF OFFICE FOR BOARD MEMBERS

  1. A member of the Board of Directors shall be elected for a three (3) year term, by the members of the association, at the Annual Meeting.
  2. The membership shall elect four (4) directors every year for three (3) year terms.  In addition, the board shall be made up of the President, Vice President, President Elect and the Immediate Past President, making a total of sixteen (16) directors on the Board. During the transition year Board count will be as follows: 2005 - 21 directors, 2006 - 18 directors, 2007 - 16 directors.

Section 3: DIRECTOR REQUIREMENTS

  1. All members of the board of directors must be members in good standing of the association.
  2. Any director who fails to attend two (2) successive meetings of    the Board of Directors may be removed from office by a majority vote of the Board of Directors.

Section 4: BOARD MEETINGS

  1. The Board of Directors shall hold meetings a minimum of three (3) times a year.
  2. Special meetings of the Board of Directors may be held on the call of the President or a majority of the Board of Directors when deemed necessary for the competent management of the affairs of the Corporation/Association.
  3. Each member of the Board of Directors shall possess one (1) vote in matters coming before the Board.
  4. All voting at such meetings shall be in person and voting by proxy shall not be permitted.
  5. At any meeting of the Board of Directors, seven (7) directors shall constitute a quorum and a majority thereof shall decide on all questions that may come before the Board at the meeting.
  6. The order of business at all meetings of the Board of Directors shall be as follows:

Section 5: VACANCY ON THE BOARD

  1. Any vacancy arising on the Board of Directors by reason of the death, resignation or removal of a director shall be filled by the President. Such appointee shall serve during the unexpired term of the Director whose office has become vacated.
  2. Vacancies for the offices of President, President Elect, and Vice President shall first advance to the next highest office. The vacancy needing to be filled will be Vice President. The Board of Directors will elect a new Vice President by majority vote.

ARTICLE III: OFFICERS 

Section 1: The officers of the association shall be a President, President Elect, and a Vice President

  1. One year on the present Board of directors is prerequisite for election to these offices.
  2. The Vice President shall be elected by way of mail ballot. The term of office for the Vice President shall be one year as Vice President, one year as President Elect, and one year as President. In the first year following enactment a vice president shall be elected, the current Vice President shall become president, and President shall become past president. In the second year a vice president shall be elected, the vice president shall become president elect, the current president and past president shall serve a second year. In the third year all officers will advance to the next position with a new vice president to be elected.

Section 2: DUTIES AND RESPONSIBILITIES OF THE PRESIDENT

  1. The President of the association shall preside at all meetings of the members of the association, and the Board of Directors.  He or she shall execute all instruments on behalf of the association, appoint all special and standing committees, and be ex-officio member of such committees, and shall perform such other duties usually inherent in such office.

Section 3: DUTIES AND RESPONSIBILITIES OF THE PRESIDENT ELECT

  1. The President Elect shall perform all duties of the President in his or her absence, and perform other duties as the President may direct.

Section 4: DUTIES AND RESPONSIBILITIES OF THE VICE PRESIDENT

  1. The Vice President shall perform all duties of the President Elect in his or her absence, and perform other duties as the President may direct.

Section 5: DUTIES AND RESPONSIBILITIES OF THE IMMEDIATE PAST PRESIDENT

  1. All outgoing Presidents shall become the Immediate Past President. The Immediate Past President serves as a director of the Association and a member of the Executive Committee.

Section 6: DUTIES OF THE SECRETARY/TREASURER

  1. The Secretary-Treasurer of the NWCHA shall be hired by the Board of Directors of the association.
  2. The Secretary-Treasurer shall keep all records of the Board of Directors and of the association.
  3. The Secretary-Treasurer shall receive and be accountable for all funds belonging to the association, pay all obligations incurred by the association when payment is authorized by the Executive Committee, maintain bank accounts in depositories designated by the Board of Directors render periodic financial statements, and perform such other duties as the President may direct.  As compensation the Secretary-Treasurer shall be paid an amount to be decided within the discretionary powers of the Board of Directors.

Section 7: THE EXECUTIVE COMMITTEE

  1. The association shall have an Executive Committee consisting of the President, President Elect, Vice-President, Immediate Past President and three (3) elected members of the Board of Directors.  The Executive committee members from the Board of Directors shall be elected by the incoming Board of Directors at the Annual meeting. The members of this committee shall serve for a one (1) year term.
  2. The committee shall elect its chairman from among its members.
  3. The Executive Committee shall, under direction of and have immediate responsibility to the Board of Directors, manage the affairs of the association.
  4. The Executive Committee shall hold meetings at such times and places, and for such purposes as it deems necessary for the best interest of the association, upon the call of the chairman of the Executive Committee, the President or any four (4) members of the Executive Committee acting jointly.
  5. Five (5) members of the Executive Committee shall constitute a quorum and a majority thereof shall decide all questions that may come before the Executive Committee.
  6. For the 2005 and 2006 years the Board of Directors will elect a member from the Board of Directors to the Executive Committee which in 2007 the President Elect will fill that position.

Section 8: ELECTION OF OFFICERS

  1. Election of Vice President shall be by mail ballot.  Election of members of the board of directors shall take place at the annual meeting.
  2. The Directors shall meet sixty (60) days prior to the annual meeting to nominate two (2) Directors for the office of Vice-President.  A ballot with these nominees shall be mailed to each member thirty (30) days prior to the annual meeting, to be returned at least ten (10) days prior to the annual meeting to be counted. In the first year following enactment a vice president shall be elected, the current Vice President shall become president, and President shall become past president. In the second year a vice president shall be elected, the vice president shall become president elect, the current president and past president shall serve a second year. In the third year all officers will advance to the next position with a new vice president to be elected.

ARTICLE IV:  SHOWS APPROVED BY THE ASSOCIATION

Section 1: Shows

  1. All approved shows of the association shall be conducted under the rules of the National Cutting Horse Association except limited and some restricted shows which shall also be conducted under or modified by rules of NWCHA
  2. Additional rules governing the conduct of shows approved by this association will be found in the Standing Rules of the Northwest Cutting Horse Association.
  3. The Board of Directors of the association shall, from time to time, establish and update the rules for the approved shows of the association.
  4. However, no rule change can be made by the Board of Directors without ratification.  That is, any change in the rules proposed and approved by majority vote at any meeting of the Board of Directors cannot become effective until ratified by a second majority vote at the next regular board meeting.

ARTICLE V:  LIABILITY OF DIRECTORS

No director of the NWCHA shall be liable to the NWCHA or its members for monetary damages for an act or omission to act in such director’s capacity as a director of the NWCHA , except that this Article shall not eliminate or limit the liability of a director of the NWCHA for:

  1. A breach of such director’s duty of loyalty to the NWCHA or its members.
  2. An act or omission not in good faith or that involves intentional misconduct or a knowing violation of the law.
  3. A transaction from which a director received an improper benefit, whether or not the benefit resulted from an action taken within the scope of the director’s office.
  4. An act or omission for which the liability of a director is expressly provided for by statute.  Any repeal or amendment of this Article by members of the NWCHA shall be prospective only, and shall not adversely affect any limitation on the personal liability of a director of the NWCHA existing at the time of repeal or amendment. Anything herein to the contrary notwithstanding, if, after approval of this Article by the members, the Washington Corporation and Association (non-profit) Act is amended to authorize corporate action further eliminating or limiting the personal liability of directors, then the liability of a director of the NWCHA shall be eliminated or limited to the fullest extent permitted by the Washington Corporation and Association (non-profit) Act, as so amended from time to time.

NWCHA STANDING RULES

Rule changes are in bold.  Changes which are not intended to change the nature of the rule are not highlighted.

A.  GENERAL RULES AND CAUTIONS

  1. All NWCHA approved shows shall be conducted under the rules of the National Cutting Horse Association (NCHA).
  2. NCHA rules for judging shall apply to all shows and classes.
  3. Special rules for eligibility shall apply to certain classes.
  4. Dues are due December 31st of each year, with a grace period extending to February 10 of each calendar year.  It is the member's sole responsibility to be sure his/her membership is current at the time of showing in order for points to count.  NOTE:  If you pay your dues anytime during the year, you must be aware that you are paying dues for that year only and that dues are due again, in full, for the following year as of December 31 (with a grace period until February 10th).
  5. It is the contestant's sole responsibility to determine his/her horse's eligibility to compete in any class entered.
  6. Non-Residents of NCHA Area #1 must attend 60% of NWCHA approved weekend shows to be eligible for year end awards. This does pertain to the Youth Scholarship cutting.
  7. It is the non professional rider's sole responsibility to maintain his/her Non Pro status according to the rules of NCHA.  NCHA rules may be obtained from the Association Secretary or by writing NCHA directly.
  8. Contracts (time payments) to ownership in Non Pro classes are not permitted.  Only registration papers or bill of sale can be used as proof of ownership.
  9. A Board member of NWCHA may not accept dues from a prospective member or any active member.  Dues must be paid to the Secretary/Treasurer or show secretary and shall not be considered paid until said secretary has so recorded.

B.  BOUNDARIES

  1. The boundaries for show approval are the states of Washington, Oregon, Idaho, Montana and that portion of California within 150 air miles south of the Oregon border and that portion of British Columbia within 150 air miles north of the Washington border and within Pacific Time Zone.

C.  ELIGIBILITY

  1. Horse and rider will graduate from classes after December 31 each year.
  2. The point year (standings year) begins immediately after the finals show.
  3. For year end awards, a horse may be shown in any class for which he is eligible.  Money won in a particular class will count toward year end awards in that class only.
  4. To be eligible for annual awards, or to be listed in the standings, both owner and rider must be members in good standing of NWCHA , earn their points in a show approved by NWCHA and be bona fide residents of the following areas:  The United States or that portion of British Columbia lying within the boundaries of NWCHA .
  5. A member of NWCHA who acts as sponsor of a show, and who may earn points at said show, shall receive credit for such points and such points shall count toward year end awards.

D.  SHOWS

  1. APPROVALS

All NWCHA approved shows must also receive NCHA approval. Request for Association approval must the Secretary's hands at least sixty (60) days prior to the show time or closing date for entries, whichever is earlier. Approval request must be in writing and include the following information: a)Name of the show; b)Name of the secretary; c)Starting time and location; d)Name of the judge(s); e)Purses, fees, added moneys and other charges; f) Entry deadlines - Closing date and time; g) Date and time of draw; h) Classes offered and payoffs therein.

A. NWCHA Show approval shall be at the discretion of the NWCHA Executive Committee. 

  1. SPECIAL NOTICE

All approved shows shall be published in the newsletter at least thirty (30) days priorto the close of entries.  Any show not meeting this deadline may be approved if a special mailing is sent to the membership at least fifteen (15) days prior to the close of entries by the Association Secretary.  Special mailing is to be paid for by show management.

  1. PROXIMITY
NWCHA will not approve two shows on the same day within 250 miles.
  1. FEES
  1. NSF Checks, NSF checks will be handled in accordance with NCHA rules and guidelines.

1. The Association will cover an NSF checks received by show management in NWCHA approved classes only provided said request is made within 60 days of the show's closing date.

  1. The total office and cattle charges shall not exceed the entry fee in any class approved by the association except where fresh cattle are provided.
  2. APPROVAL FEES.  Show management shall charge a $5 (1/92) additional fee per cutting entry, per approved class, per association, not including youth or registered classes.  This fee shall be collected and forwarded, along with the show report of results, to the Association Secretary. These fees are not to be included as office and cattle fees nor entry fees.  These $5 fees shall not be included when computing the 6% due NCHA (for those classes which are NCHA approved), nor will these fees affect the amounted jack potted to each class. Show management shall also collect an additional $5 awards fee per cutting entry, per approved class, per association, including the youth. This fee shall be collected and forwarded, along with the show report of results, to the Association Secretary.
  1. Failure on the part of show management to remit the Association fees and show results to the Association office within thirty (30) days after said show will result in the Association not approving the same show for two subsequent years.
  1. NUMBER OF ENTRIES
  1. NCHA rules apply regarding number of times a horse and/or rider may exhibit in NCHA classes. 
  2. A rider may ride an unlimited number of horses in the 1500 Novice. 
  1. ENTRIES
  1. Unless advertised "No post entries" or "No late entries" an entry must be accepted until one-fourth of the horses in the class have worked.  Any late entry so accepted will be given 15 minutes to prepare his/her horse and must work last in the first available set of cattle (NCHA rule).

1.  A post entry is an entry made after the draw and prior to the start
of the class in question.
2.  A late entry is an entry made after the start of the class in question, but before one-fourth of the contestants have worked.

  1. The closing date for "No post entries" or "No late entries" shows is the earliest of the following times: 

1.  Closing date, as advertised.
2.  The time advertised as "horses on the grounds" time.
3.  The time set for the draw for each class.

  1. Telephone entries:  The person making the telephone entry is the person responsible for paying for that entry, even though he/she was simply making the entry for someone else.
  1. THE DRAW
  1. The draw may be made at any time following the closing date in accordance with NCHA rules.  Show management is encouraged to draw on the same day as the show, when at all possible; in order to facilitate an entrants need to withdraw from a class.
  2. In case of error or omission on the part of show management with regard to the draw, corrections will be made in accordance with NCHA rules.
  3. The order of the draw will be read and posted prior to each class.  Contestants are responsible to notify show management of any error or omission prior to the start of the class.
  1. WITHDRAWING FROM A CLASS

Any entrant in a show wishing to withdraw from the contest must do so before the draw.  In order to facilitate any contestant's need to withdraw from a class, it is the obligation of show management to make itself available to the contestants at all times.

If the entrant's name goes into the draw and he has made no attempt to withdraw his name from the class, that entrant is obligated to pay all fees (office charges, cattle fees, association fees and entry fees) as his entry fee would have been figured in the payoff.  If said entrant does not meet this obligation, he/she may be denied privileges of membership.

E.  CLASSES

1.  ELIGIBILITY

  1. All NWCHA approved shows must also be NCHA approved.  NCHA membership is required to participate in NCHA approved classes.
  2. RESPONSIBILITY: The contestant is responsible to determine his/her horse's eligibility for any particular class. 
  3. NON PRO ELIGIBILITY: A current NCHA Non Pro card is a requirement for all Non Pro classes. See NCHA rules regarding Non Pro eligibility. 
  4. AWARDS ELIGIBILITY:  In determining eligibility for NWCHA year end awards the eligibility of a horse or rider as listed by NCHA will be used. 
  1. In regards to eligibility for year end awards, money won in a particular association approved class will count toward that class for that year.
  2. To be eligible for year end awards for NWCHA said rider and owner must be NWCHA members.
  3. Non-Residents of NCHA Area #1 must attend 60% of NWCHA approved weekend shows to be eligible for year end awards. This does pertain to the Youth Scholarship cutting.
  1. YOUTH class earnings do not count toward lifetime or eligibility earnings of either rider or horse.

2.  RESTRICTED CLASS AND LIMITED CLASS EARNINGS

  1. Restricted class defined:  Registered cutting horse contests of any and all breeds (breed shows), limited age events, and any cutting horse contest where entry is restricted to a specific breed or age of horses.  AQHA cutting horse shows, Futurities, Derbies, etc. are restricted classes.
  1. All money earned in Restricted and Youth classes shall not count against the lifetime earnings of a horse for purposes of Novice Horse eligibility.
  2. NCHA records of money won shall be used to determine eligibility of the horse and rider.
  3. For purposes of eligibility for year end awards in NWCHA approved Novice horse and rider events, eligibility earnings as determined by NCHA only shall be the sole determining factor.

3. APPROVED CLASSES FOR NWCHA

  1. Open. No dollar limit on horse or rider.
  2. Non Pro Open. No dollar limit on horse or Non Professional rider.
  3. Non Pro Novice 10,000.  $10,000 limit on horse.  No dollar limit on Non Professional rider.
  4. 50,000 Amateur.  No limit on horse.  $50,000 limit on Amateur.
  5. 20,000 Non Pro.  No limit on horse.  $20,000 limit on Non Professional.
  6. 10,000 Amateur.  No limit on horse.  $10,000 limit on Amateur rider.
  7. 10,000 Novice.  $10,000 limit on horse.  No limit on rider.
  8. 3000 Novice.  $3000 limit on horse.  No limit on rider.
  9. 2000 Limit Rider/Any Horse.  No limit on horse.  $2,000 limit on rider.
  10. 3000 Novice Non-Pro. $3000 limit on horse. No dollar limit on Non-Professional rider.
  11. Non-Pro Select. No dollar limit on horse and Non-Professional rider must be 50 years of age or older as of January 1 of the point year.
  12. Senior Youth.  No money limit on horse or rider.  Rider age must be age 14 to 18.
  13. Junior Youth.  No money limit on horse or rider.  Rider age must be age 13 or under.

4.  RULES & RESTRICTIONS FOR APPROVED CLASSES

  1. In all approved classes owners and riders must be current NWCHA members in good standing for points to count for year end awards.
  2. In each class money won in that class will count towards year end awards for that class only.
  1. OPEN
  1. NCHA rules.
  2. This class is open to any horse and any rider regardless of eligibility earnings of either.
  3. For year end awards money won counts on the horse.
  1. NON PROFESSIONAL
  1. NCHA Rules.
  2. Rider must hold current Non Pro card issued by NCHA. This class is open to any horse and non pro rider regardless of eligibility earnings of either.
  3. For year end awards, money won counts on the rider.

      C.  10,000 NOVICE HORSE/NON PROFESSIONAL

  1. NCHA Rules.
  2. Rider must hold current Non Pro card issued by NCHA. This class is open to any horse and non pro rider regardless of eligibility earnings of either.
  3. For year end awards, money won counts on the rider. A combination of eligible riders may show the horse.

      D.  $50,000 LIMIT AMATEUR

  1. NCHA Rules
  2. Rider must hold current NCHA Amateur card issued by NCHA.  See NCHA rules for restrictions.  This class is open to any horse regardless of eligibility earnings.
  3. For year end awards, money won counts on the rider.

      E.   $20,000 LIMIT NON PROFESSIONAL

  1. NCHA Rules
  2. Rider must hold current Non Pro card issued by NCHA.  See NCHA rules for restrictions.  This class is open to any horse regardless of eligibility earnings.
  3. For year end awards, money won counts on the rider.

      F.       $10,000 AMATEUR

  1. NCHA Rules
  2. Rider must hold current NCHA Amateur card issued by NCHA.  See NCHA rules for restrictions.  This class is open to any horse regardless of eligibility earnings.
  3. For year end awards, money won counts on the rider.

      G.   $10,000 NOVICE HORSE

  1. NCHA Rules
  2. This class is open to all horses having eligibility earnings of $10,000 or less as determined by NCHA.  This class is open to any rider regardless of eligibility           earnings.  A horse may be ridden by any combination of riders.
  3. For year end awards, money won counts on the horse

      H.  $3,000 NOVICE HORSE

  1. NCHA Rules
  2. This class is open to all horses having eligibility earnings of $3,000 or less as determined by NCHA.  This class is open to any rider regardless of eligibility           earnings.  A horse may be ridden by any combination of riders.
  3. For year end awards, money won counts on the horse

      I.  2000 LIMIT RIDER/ANY HORSE

  1. NCHA Rules.
  2. This class is open to any rider having cutting competition earnings of $2000 or less as determined by NCHA.
  3. Any horse may be ridden regardless of ownership and amount of eligibility earnings.  Non Pro riders are cautioned to be familiar with Non Professional rules.
  4. For year end awards, money won counts on the rider.

      J.   3,000 NOVICE HORSE/NON PROFESSIONAL

  1. NCHA Rules
  2. Rider must hold current Non Pro card issued by NCHA and may have unlimited eligibility earnings.  This class is open to horses having eligibility earnings of $3,000 or less as determined by NCHA.
  3. For year end awards, money won counts on the horse.  A combination of eligible riders may show the horse.

      K.    NON-PRO SELECT

  1. NCHA Rules
  2. Rider must be 50 years of age or older as of January 1 of the point year.
  3. Rider must hold current Non Pro card issued by NCHA.  See NCHA rules for restrictions.  This class is open to any horse regardless of eligibility earnings.
  4. For year end awards, money won counts on the rider.

      L.   SENIOR YOUTH

  1. NCHA Rules.
  2. Open to any horse regardless of eligibility earnings.  Riders are reminded that horse owners must also be NWCHA members for points to count for year end awards.

      M.    JUNIOR YOUTH

  2. Open to any horse regardless of eligibility earnings. Riders are reminded that horse owners must also be NWCHA members for points to count for year end awards.

  1. All classes will be paid according to NCHA mandatory payment schedule.

G.  DISCIPLINARY ACTION

  1. The Board of Directors may suspend or deny privileges to any member or non
    member whose actions it deems detrimental to the best interest of the
    Association.  For further reference concerning this action, refer to NCHA Rules.
  2. Any member may file a written complaint with the executive committee against any member or non member who is out of line.  This complaint must be filed
    within 30 days of the alleged complaint.
  3. There will be a penalty for working a horse in a class for which he is ineligible,
    whether or not it was intentional.  The Board of Directors will set the penalty,
    depending on the circumstances.  It is the sole responsibility of the owner and/or
    rider of the horse to determine that he/she or the horse is ineligible for the class
    entered.  The minimum penalty will be forfeiture of entry fees and all money won
    to the Association in the form of a fine.

H.  GOOD OF THE ORDER

  1. The Rules Committee for NWCHA will from time to time, make recommendations to the Board of Directors regarding changes, additions or interpretation of these rules.
  2. With regard to unreturned perpetual awards, it is the position of the Association (s) that if the person in possession of said award has been admonished to return said award, and has not, for whatever reason, returned it, he/she shall not be allowed to earn points toward the year end awards until said perpetual award is returned to the respective Association.
  3. All stall fees, entry fees, cattle charges (show fees) must be paid prior to riding in the show with regard to Futurity, other aged events, or any Association approved show, or show management will have the option to charge the contestant an additional fee for the inconvenience.
  4. Any stall reserved must be paid for regardless of whether it was used or not.  The same is true of cattle that have been ordered or delivered must be paid for by the Association or show management.
  5. No equipment belonging to the NWCHA may be loaned out without a signature of the person borrowing said equipment.
  6. Payment for advertising in the newsletter will be considered delinquent after sixty (60) days, and the member owing for the same shall be subject to suspension.
  7. It is recommended that NWCHA sponsor and promote cutting and judging clinics whenever and wherever possible.

I.  NWCHA YOUTH SCHOLARSHIP POLICY

  1. For NWCHA youth to participate in the scholarship cutting, the youth must place in the top four of their class for year end.

A. If a youth chooses not to participate in the scholarship cutting the next qualified youth will be taken.
B. In the event of a 4th place tie for year end, all youth who are tied for that position may participate in the scholarship cutting.

  1. Scholarship participants must have shown the horse to be entered in the scholarship class a minimum of three times prior to the scholarship cutting.

A.   A scholarship participant may substitute a horse in the scholarship cutting only with a vet certificate. Vet certificate must be completed prior to the finals show. 
B. Youth does not have to own the horse, however, the owner must be a current NWCHA member.

  1. Non-Residents of NCHA Area #1 must attend 60% of NWCHA approved weekend shows to be eligible for year end awards. This does pertain to the Youth Scholarship cutting.
  2. Scholarship cutting will be 1 set with 1 go. Junior and Senior youth will be combined for scholarship competition.
  3. Fresh cattle will be provided; therefore a charge will be assessed to each contestant equal to the actual cost to NWCHA .
  4. Scholarships will be awarded to all scholarship contestants as follows; 1st = $2500; 2nd = $1500; 3rd = $600; 4th = $400; 5th+ $250 each.

A.   In the event of a tie for 1st place a work off for the purse and award (if any) will be held. The money for all other ties will be added together and split evenly.
B.   If eight contestants do not compete in the scholarship cutting, the money from the vacant placing will remain in the scholarship fund.

  1. Scholarship money plus interest accrued will be held by NWCHA . A certificate stating the amount of the scholarship won will be awarded to each eligible youth.
  2. Scholarship funds are to be used for payment of tuition, books, room and board at an accredited University, College or Trade School. Payment will be made ONLY upon WRITTEN request from student or school showing proof of enrollment and copies of invoice that pertain to tuition, books, room and board.
  3. Initial use of funds must begin before age 25. If use has not started by this time scholarship is forfeited and moneys remain in NWCHA scholarship fund.

A.  Scholarship moneys not used by age 30 for any reason are forfeited and remain in NWCHA scholarship fund.

  1. NWCHA Scholarship policies are subject to change by NWCHA .

Questions and concerns regarding scholarship policies will be dealt with by the Association and its decision will be final.
